Romulo:
- Including automated test procedures in clitk
- CMakeLists.txt now includes the "tests" subdir
- tests subdir contains building instructions and source code for all tests
  + subdir structure mirrors that of $CLITK3HOME
  + tests/CMakeLists.txt contains building instructions
